An expression of interest is a submission to the Department of Home Affairs, to be taken into consideration for the possibility of a skilled visa, which includes subclasses (189,190, 491 and 188). An EOI is separate from a visa application and is always required before being invited for any General Skilled Migration Subclass.
As subclasses 189, 190, and 491 are points-based, it means that you will need to exceed the points threshold of 65 on your EOI to be eligible for these visa types. Furthermore, depending on your subclass, your occupation must be listed in a specific category of the ANZSCO Skilled Occupation List.

The skilled migration visa allows you to move to Australia as a permanent resident and is available for points-tested skilled workers.
– The applicant must choose an occupation from the Short-Term Skilled Occupation List (STSOL) or Medium-Long Term Strategic Skills List (MLTSSL) that matches their skills, qualifications, and work experience.
– You should have a positive skills assessment to verify that your qualifications and work experience meet the Australian standards for the nominated occupation.
– Age must be under 45; an exemption is granted under certain circumstances.
– English language proficiency should be greater than 6 in each band in the IELTS exam (or equivalent)
– You must have a minimum of 65 points on the Points test
– You must apply for an EOI (Expression of Interest) and once you are invited, you can then apply for the Visa, whether it is PR SC189 or SC190 or it’s a Regional State-nominated TR SC491.
The primary difference between Subclass 189 and 190 is that the latter is a ‘state-nominated’ subclass, which requires an additional application; however, you may be eligible for more points. This means that you will be required to work and live in a particular state or territory, but it has the advantage that your nominated occupation can be listed on either the Short-Term Skilled Occupation list (STSOL) or the Medium-Long Term Strategic Skills list (MLTSLL)
However, the 189 Subclass is an ‘Independent’ visa, which means you are free to work and live anywhere in Australia, provided that your occupation is on the Medium to Long Term Strategic Skills List (MLTSSL).
The Subclass 491 Visa is unique in that it is State/Territory sponsored, allowing you to be designated in a regional area of Australia. The main advantage of this Visa is that your occupation can be listed on the MLTSSL, STSOL or the Regional Occupation List (ROL).
Subclasses 189 and 190 allow you to live, work and study in Australia indefinitely as permanent residents. In fact, after four years of living in Australia, you would become eligible for citizenship.
However, the Subclass 491 visa only allows you to live in Australia as a temporary resident and is valid for a period of 5 years. To acquire permanent residency, you will need to apply for a Subclass 191 visa after being on the Subclass 491 for a minimum of three years.
